Red metal rust through

Hi. I have a 22 year old steel building with a few rust holes caused by roof panels too short to hit the gutters. I extended the roof panels to stop the cause of the rust. Now I want to close the holes as best as I can without removing the exterior gutter. Scab on a piece of same metal? Sill seal? Some kind of permanent expanding foam?

It sounds to me like you want to make cosmetic "repairs" when my first thought is a structural concern.
This type of building doesn't count on redundancy (of many smaller members like in a wood framed structure) but rather larger structural members spaced further apart making each piece more important or "do more work" .
This didn't happen overnight and I may be a little over dramatic as it looks straight, but some further inspection is certainly called for before your just "paint a turd". 👍
It could be as simple as scabbing on a 2x something to the inside.
