The reel should not leak any air around the center shaft, and the locking pawl should click several timer per revolution when pulling out the hose, and should stop and hold the reel when you let go of it.

$30 for reelcraft is a good deal.

find out what the model number is and check the reelcraft website for parts availability. those are nice US-made reels. $30 is probably a very good deal (unless its really thrashed)
