update:
I decided to re-fuse the upper panel and run 10ga down to a AC disconnect and receptacle.
When I got down to the station, I started to plan the conduit route and realized two things. 1) the floor / ceiling were concrete. 2) the conduit run would have to bob and weave around other existing conduit and structure.
A man has to know his limits and this was mine. I can run simple conduit and electrical but this was of a complexity that I can't do (partially due to physical limitations).
I suggested we call an electrician and get a quote.
Thanks to all those who contributed to this project. I learned a little bit more about Nec and wiring codes.
