Like Legacy said, you want to grind it off. The best method is an angle grinder with a cup wheel which has a series of diamond segments bonded to the bottom of the wheel. A shroud attached to the grinder with a vacumn hook-up will give you a relatively clean job. If you're using a standard vacumn, stop frequently and knock the dust off the filter to prevent clogging. Trying to remove paint on concrete by sanding usually gums up even course paper extremely quick. I've found that solvent type stripping usually becomes a huge mess, and then you have solvent filled rags to dispose of. I realize the grinding info I gave might not be economically feasable for a single small job, but it's the best, quickest and cleanest way, when done properly.
