Removing step pulley from horizontal bandsaw

I am trying to remove the step pulley from a Harbor Freight horizontal band saw. This is the pulley that is attached directly to the motor shaft. I removed the two set screws shown in the parts diagram, but it won't budge. I see that there is a key on the shaft/pulley. I assume I can't remove this until the pulley is removed. Can I use a puller, or will that damage the pulley? Does anyone have any other suggestions? Hopefully, I am just missing an obvious step.

Next reasonable step would be a puller. You can squirt some kroil or what ever you like in there as well.
