mine didn't have a speck of rust on them.
I'd be giving them a call in the morning and see if they're willing to set it right for you - those are being advertised as "new NOS" and I don't see any mention of blemishes/rust/wear in the description anywhere.

FTR: I've had really good luck with cripe and I'm sure there are other members here who will say the same.
I've had good experience with shopping on Cripe Distributing as well.
I tried the rubbing compound + WD40, and much of the surface rust was removed, however, minimal traces can be seen even under direct light. My interpretation of rust is that once you see it, it can't be stopped, it spreads / proliferates.
I just started using vinegar to clean old rusty tools. It's AMAZING! I just pour the vinegar straight into a small plastic tub, dump the tools in it, and let it sit over night. I quick brass wire brushing and a coat of oil and they look almost new.
I've used phosphoric acid with great results. I've never had it damage chrome or anything. The only problem I have is sometimes it cleans to pristine bare steel, sometimes it leaves behind a black oxide layer. I assume it depends on the metal underneath. I soaked an SK ratchet that had a lot of rust on it and it cleaned everything so well I could barely tell where the chrome ended and the bare metal was.

yeah... sounds like that's probably the option to take unless you want to try simply removing the rust with vinegar or #0000 steel wool.
a bit of a hassle, but nothing earth-shaking... just part of the game.
