I really want one of these chests but I want to paint it gloss black. Has anyone ever repainted one of these things? What's the best way to go about it.
Clean it, scuff it, clean it again, then prime and paint. If you use a hammered finish then it will look great even if surface prep isn't perfect. If you want gloss-smooth mirror finish, then surface prep will need to be meticulous.
I was in your shoes, wanting the 13 drawer - but not the red.
I have the 52" Craftsman in black that over weekend will be 50% off $ 999.00 ( if you wanted the top ) - all black it's alot more than the 13 drawers, but I think its equal value - if you think about how many drawers and total sq inches of space.
I have taken a few tool boxes apart and had them media blasted and powder coated. It didn't cost to much and was actually very easy to accomplish. It was also quicker and cleaner than paint remover, sanding, scrubbing and cleaning, the basic prep work for a repaint.

pull it apart, scuff everything till the shine is gone, wax and grease remover a couple times, spray with single stage enamel. or take to body shop and have them spray. still advise doin the prep yourself. no shiny!
I rattle-canned mine glossy red (from that initial flat/crinkle pink/red they used). I never had a problem with it. Like Bull says, scuff it, wipe it down with acetone, then paint it.
