Depends on the sander. For something common like a Porter-Cable 330 finishing sander you can get no-name replacements on ebay. Or you can go to the company website to see if they have OEM available.
It's graphite cloth you are looking for, like these....

I replaced the rubber pad on my old Porter Cable random orbit sander with an OEM from Amazon. Easy peasy.
