Not sure but seems to resemble some old Bonney ratchets that I’ve seen. No perceptible markings other than R6A USA and a lighter forging mark “SL”

I believe what you have there is made by Truth Tools.

Ditto on Truth, they supplied a few others/brands with that design as well, Wardmaster and Co-op Deluxe are two I have, and have seen one or two others.
