Research help WW2 tool chest

So here's what looks like a WW2 bring back. Japanese tool chest for the infamous Type 93 torpedo. Addressed to (and by) a Chief Motor Machinist's Mate? to an Oakland address that has long been erased by the I-980 Grove Shafter Freeway (CA Rte 24). Besides needing help with the individual's history, maybe also with the "SUB. BASE, CT" bit too? Is that the Groton base in Connecticut?...Obviously an Atlantic base, but that is where Submarine Squadron 2 ( based in the Phillipines) ended up immediately following WW2, from what I understand, and of course there are other feasible paths for the previous owner to have sent it from Groton if in fact that is what it means. Thanks.

Yeah, we've both probably driven right over the top of where this guy's house was. Maybe I'll post this on another thread...hoping one of those guys that have success with researching Veterans will weigh in on Chief Ludwig.
