Restoring old vise

I just recently came into a small 3.5" Wilton that is definitely old. Still works well, just needs some cleaning. What is the best way though to remove the light rust that is coating 100% of the handle as well as the pivot tightening handle?

Also, as far as the pivot ability, it seeks the carriage bolt on the underside was never the right size to keep itself from spinning while you tighten it on top. Maybe it was replaced by a PO with the wrong size? Anyway, wheres the best place to get a replacement for that that will fit?

If the vise has light surface rust then a drill/wire wheel combo should take it right off.
