Resurfacing my garage floor.

Hey all, new here had a question to ask.

I'm looking to resurface my slab garage floor with quikrete or sakrete resurfacer. This has been a long desired project of mine but I'm at a somewhat roadblock.

Anyway the floor was painted a while back in what seems to be a latex grey paint. I tried using Klean strip premium stripper on it and it didn't do a thing. So I moved to Citrip and brushed it over the ENTIRE floor by hand and let it sit an hour. I then power washed it with a 3500psi machine and 25* tip. For the most part after hours of misery I got it up save for a few spots that I think are just stained grey.

So my new problem is now the garage floor is soapy when I hit it with water I presume from the citristrip. No matter how much I wash it (I rinsed it good for like 30 minutes) it still comes up soapy.

How much is this going to effect the adhesion of the resurfacing product?

Also does anyone have experience with either product? Sakrete seems to have better reviews but it's also twice the price at my Home Depot as quikrete.

Anyone?

Essentially all I need to know is does it matter that it seems like the floor is soapy when I hose it/brush it?

If it does, how do I get it all off it's like trying to rinse all the soap out of a sink sponge.

Perhaps a baking soda & vinegar scrub will get rid of the excess suds...but I have no clue what that would do to any potential resurfacer you plan on using.
