Starrett are usually well liked.
PB Swiss are also nice.
Mayhew makes two or three separate quality lines, so it’s hard to just recommend “Mayhew”.
Most of the major US “Industrial” tool brands likely offer something decent. ( Proto, Armstrong, etc. )
Facom punches are nice, but they offer several different model series of punches and chisels.
I presume you are looking for a single piece manual punch rather than a spring loaded automatic punch.
