Rigid foam question

So my garage remodel has stalled due to a frozen and ruptured water line monday. Totally wiped out my 1-1/2 year old basement remodel. thankfully insurance is covering it 100%.

Here is my current issue. I have a 30'x4'x78" 'cold' storage area under my front porch. It is a block wall with a concrete slab above. At one time I framed off roughly an 8' section and lined it with 1" foam board just to keep the chill at bay. Well where the break happened water got into the enclosed areas and had to be dried. I am now thinking I want to just insulate that entire area. Bottom of the concrete slab / ceiling then the walls. Do you think I should seal the block with drylok or something before pinning the insulation on? I think I am going to use 2" XPS, tape the seams, foam any gaps to prevent condensation.

What is the floor material in this area? If it's like a crawl space, with bare dirt, or pea gravel then laying a heavy vapor barrier down and running that up the walls a couple of feet before adding the foam is a good idea.
If the floor is concrete, then you can skip the thick plastic and Your plan sounds reasonable to me. I can't see how it would hurt to use something like dry lock on the walls before adding the foam boards.

You will definitely see a plus to sealing the blocks. DrlLoc is fine and I’ve used Thoroseal that you mixed yourself from powder. Do it, you won’t regret.
