risers to detached buildings

Hi, I have a couple questions about underground feeder risers to detached buildings.

I have a pole barn with a dirt/gravel floor and it is unfinished inside. It is used for some farm equipment storage. There is an old (3-wire, 2 hots and a neutral) feeder wire to the barn. The underground wire was put in about 14 years ago. The cable is a direct bury cable and only the last few feet next to the barn plus the riser is conduit. The conduit is 1 1/4 inch PVC. and the wire is 2-2-4 with the two hots being 2 awg and the neutral 4 awg.

The riser is coming out of the ground just inside the barn and goes directly to the circuit breaker box. My question is whether this is acceptable? I thought risers had to come up external to the building and then go through the wall to the brreaker box? In reality since the barn has a dirt floor and is open, I dont see much difference whether it is inside or outside. In fact it seems like it is better protected coming up inside the barn but since I plan to put in a new breaker box and some new wiring I wanted to see if i could leave it like it is or whether i need to redo the riser?

I also have a very similar situation to another pole barn except the 2nd pole barn has a concrete floor and the riser is currently coming through the concrete in conduit and going directly to the breaker box. The 2nd pole barn is also unfinished inside but i am converting part of that to a workshop so i do plan to finish it inside. Do i need to redo the riser for that 2nd pole barn?
Thanks

The conduit is fine.

But if you are changing the panel then u should upgrade the feeder to 4-wire...u will need 2 grounding electrodes as well!
