You don't need any kind of tool at all to set rivnuts, if you are only doing a few.
Drill the hole, insert the rivnut. Grab a bolt of the correct diameter and thread for the rivnut. Length doesn't matter too much, but the bolt needs to be fully threaded. place the following items on the bolt, in this order:
Washer
Nut (oversize, so it doesn't thread on the bolt, but just sits there, loose)
Washer
Thread the bolt into the rivnut.
Place a wrench on the oversize nut to hold it in place
tighten the bolt, while holding the oversize nut with the wrench, until the rivnut is set. The trick here is to apply pressure as you're tightening, so the rivnut doesn't pull out. Not difficult to do.
