That looks like a Rockwell 43-122 light duty shaper! I bought one brand new in the early 80's and served me well over the years. I sold it about 5 years ago on Craigslist for $450. It was in pretty good shape and had a bunch of cutters and the mobile base.
It should have a 1 hp 14 amp motor which can be reversed (that's the toggle switch on the motor) and has a 1/2" shaft. Most of the cutters are for 3/4" spindles but Rockwell had bushings to fit their light-duty shapers.
If it runs and nothing is bent - it is well worth $100. Here are the pics of mine when I posted it on Craigslist. It didn't last very long before someone bought it at full price
Edited to add - I zoomed in on the photo and it looks like it is a 43-120 which would be just a little older than mine (late 70's) although I can't really see any differences. I found a pic/ad for a 43-120 and they were asking $400 for it - here is the link

I forgot - there is a 'spindle guard' that goes into that hole in the back of the machine on a post that extends over the spindle, that I no longer had - the link I posted shows it
