I need to add some roof vents to my garage roof, the roof slope is east and west. Which side should I put them on?

The "ugly" side, usually the side that faces away from the street/house.
If you do not care about appearances, put them on the downwind side.
There will be a small low pressure area there as the wind goes over the ridge
and that will help "****" the hot air out.
But does not matter all that much.
The hot air will get out.

If you have soffit vents, I'd go with a ridge vent. Gable vents, I'd stick with the regular roof vents.
