Roper Whitney No.50 Notcher Blade Replacement?

I recently picked up a Whitney No.50 angle iron notcher to compliment my Whitney angle shear but I've hit quite a major obstacle.

How the hell do you take the damn thing apart? I wanted to clean it up since the previous owner decided that slurry would be a great substitute for paint and didn't hold back with the brush.

I was never good at solving Rubik cubes and I think one needs some experience with them to answer this riddle.

Do I need to remove the upper screw shaft assembly to get out the moving cutter and plate? Do the set screws on the moving cutter turn more then a 1/4 turn? They seem to turn 1/4 and then nothing more. I don't want to get the impact driver out and start shearing off $10.00 screws.

I have a parts diagram so if anybody has done this before, please walk me through this with those numbers. I have look all over the Internet and came up with nothing as far as a video or tutorial.
