Rotary 2 Post Safety Lock not Engaging

Had a gently used 2 post Rotary 9,000# lift installed last summer. As I raise the arms, loaded or unloaded, I get the double "clack-clack" all the way up until I get to the next to last lock. I then only get one "clack"..the other post does not engage. They then both engage on the last lock when it maxes out.

I am a complete newbie with lifts. I am not even sure what the exact mechanics are of the safety locks or how to begin trouble shooting this. I'd appreciate any help.

It sounds like something is out of alignment or blocking that next to last locking position on one side. The locks are pretty simple, as in tab A should go in slot B. Get a flashlight and start looking for reasons the lock isn't dropping.

The lift cylinder is pushing on the safety release cable on the other post at the top. The cable is in a black cable guide and should be zip tied to the side slightly.
