I unfortunately live in RI which now has tens of thousands of flooded houses (mine NOT being one of them) and am ready for my rough wiring inspection but was requested by the town to not request one yet as they are backlogged trying to inspect drained houses for turning on power. The question is, can I jump the gun slightly and put insulation up in the eaves that do not have any power running through them whatsover?

Only your inspector can answer your question. What your inspector wants isn't likely what they might want somewhere else in the country.

Well I just got back in contact with the zoning dept and its not quite as bad as it first seemed. I can have it inspected at the end of next week so Im fine.
