I need to run electric out to a pergola and the best way to run it would be under a sidewalk. What's the easiest way to tunnel under it? Should I put PVC under it as I'm intending to use direct burial cable.

You can tunnel under a sidewalk pretty easily using a garden hose attached to a PVC pipe and jet nozzle. Digging the holes on either side of the sidewalk would take longer than the water drilling.

Yes. This works like a charm. I glue a pvc cap on the end and drill a few holes in it for the nozzle.

I buy the glue on nozzel they sell made just for this at the box stores in the sprinkler section. Then instead of gluing I use some duck tape so I can cut the tape and slip it off to use again another day.
