Running Low-Voltage Power Through Wall

I'm new to electrical work and was wondering what the correct procedure would be to run a 2-core, low-voltage DC power cable through a stucco wall (drywall on interior, stucco-over-lathe on exterior)? This cable is used to power a camera positioned on the outside and the source of the power is an AC-DC converter with an output of 5V (peak output of 2 Amps).

Do I need to install some sort of "junction box" on the drywall side, which I'd mount a plate to? Should I run the cable inside some sort of conduit that goes through the cavity and the hole in the stucco?

Also - can the AC-DC converter be plugged into a regular receptacle inside the home? The camera is very well shielded from the elements, but I wonder what would happen in the event of the 2 lines in the cable being shorted.

There is typically no code associated with something like that. They make pass-throughs used for coax that you could use called a feed through bushing. Whatever is clean and neat and reduces the chance for physical damage.

No junction box is needed, you can add one if you wish.

Most of the converters have built-in over-current protection, if you are concerned add a small 3A inline fuse immediately after the wall wart and you're in business.

Thanks very much! I know the bushings you mean - perhaps I will just insert one into each wall surface.

And thanks for the idea of using an in-line fuse. I am concerned about what would happen if there was a short due to moisture near where the power line enters the camera.
