trying to estimate putting a sink in the building we're doing. Is it mandatory to run both hot and cold water to a sink?

would say yes if its commercial but if you running in pvc you can pull both together and will only be the cost of pipe, OR put a small point of use water heater in if its a long way from hot water source

Doesn't look like it's required for buildings other than dwelling units. This is from the NC Plumbing Code:


607.1 Where required. Each dwelling unit shall be provided with an adequate source of hot water for each family unit to meet minimum basic requirements for health, sanitation and personal hygiene. Central water heating facilities shall be accessible for emergency maintenance without entering any individual apartment or living unit when supplying hot water to that unit. In other occupied structures hot water may be supplied to all plumbing fixtures and equipment utilized for bathing, washing, culinary purposes, cleansing, laundry or building maintenance.

Since it says "may" not "shall" it looks like you won't need it.

EDIT: Since the NC Plumbing Code is the 2009 International Plumbing Code plus some amendments, this is what the 2009 IPC says:

SECTION 607
HOT WATER SUPPLY SYSTEM
607.1 Where required. In residential occupancies, hot water
shall be supplied to all plumbing fixtures and equipment utilized for bathing, washing, culinary purposes, cleansing, laundry or building maintenance. In nonresidential occupancies, hot water shall be supplied for culinary purposes, cleansing, laundry or building maintenance purposes. In nonresidential occupancies, hotwateror tempered water shall be supplied for bathing and washing purposes. Tempered watershall be supplied through a water temperature limiting device that conforms to ASSE 1070 and shall limit the tempered water to a maximum of 11O°F (43°C). This provision shall not supersede the requirement for protective shower valves in accordance
with Section 424.3.

I do not know current code, and it ay varey by location, but I have seen many a long run sink with a small water heater under the counter.
More to save on the "wasted" water while waiting for it to get hot than install cost though.

Not mandatory. If needed, it is better to have the water heater close by. If the water heater is too far away, a recirculating system is required.

Sorry I forgot I'd posted this question.
The outbuilding we're doing is uphill in yard enough that I could get adequate drainage and attach to the main drain coming out of the house. I was thinking that we could put in a toilet and a sink if the city etc. would allow it. The reason I was wondering about hot water though is that it would be a 110 foot run for the hot water. I'd be through washing my hands before it got there. The idea of a secondary water heater is probably not in budget.

When I moved into my current location, all that was in the bathroom was one of those small undersink water heaters. It actually worked very well for hand washing and they are not expensive at all. I cant imagine washing dirty hands with only cold water.
