Rust bullet without vapor barrier?

Never had moisture come up in the spring or any efflorescence ever, I know certain there's no vapour barrier but I really like rust bullet. Anyone ever done this? If it fails will it fail in the same way epoxy does when moisture pushes it up?
I guess I could do the plastic test which seems popular. Are there any other prefered tests?

Calcium chloride test more definitive. We have had multiple installs without vapor barrier and we do have a liquid vapor barrier you can use --but requires grinding. Start with a moisture test.
