Rust-Oleum EPOXY SHIELD Re-Apply Question

I applied Epoxy Shield in my garage about 7 years ago and have had great success. There is an area, approx 5x5 section however, that did not adhere well (my fault during the application).

I have a 3 car garage, 800 sq ft, and wish to apply another coat of the Epoxy Shield in the 2 car area (basically recoat one side of the garage). Can I get away with just cleaning the surface or will I need to strip and grind down the epoxy, clean, prep and re-apply?

I think I know the answer, but just was looking for confirmation.

Yep, you do. I'm sure the experts here will tell you to grind it down; a good coating on top of a poor coating is still a poor coating. I guess the only exception might be if ALL of the "poorly adhered" sections had fully delaminated and was long gone and the surface has a favorable profile (rough). Otherwise, I don't understand why you'd want to make the same mistake again, and have to do it a third time. You could probably use an angle grinder or something on an area that small...

Why didn't the original coating adhere well in that spot?

Maybe just sand blast that area, or grind it and mask / recoat it would be easier.

But if the bottom coat isn't sticking to the concrete, it doesn't matter how well the new coat adheres to the old one...
