"Rust" Stains On Concrete Porch

I would like to redo my porch and I'm considering coating my concrete with something, that "something" I'm not yet sure what it will be but I do know I have these horrible rust (?) stains on it that I would at least like to remove.

They have been there since we moved in about 5 years ago and I have never bothered to remove them. For all I know a bit of degreaser or vinegar will get them off, who knows.

With that out of the way, what would you recommend I use to remove them and to coat the concrete porch? I'm in North East Ohio.

I had similar stains from rust. Son's truck battery was leaking. He poured some baking soda water on battery to remove it. Leaked onto the driveway. I tried muriatic acid and power washed it. Didn't remove anything. Has now been there for 6 years.
