Sand Mound leaking water???

I have a sand mound system at my house. On the top of the sand mount in each respective corner there are 2" PVC pipes with screw caps on them. Apparently one of them is loose maybe after being run over by the riding lawn mower some I'm not really sure.

I saw that it was out of the ground and that there was water coming up out of the hole in the ground that definitely had that sewer smell. The pipe looks to have come loose about a 1 foot under the surface as there looked to be the purple pvc glue on the end of the pipe. I'm assuming the glue gave up the ghost?

I always thought the pipe was loose and wobbly in the hole but I've never seen water or smelled that smell before. We have had a ton of rain lately in SC PA so I dont know if thats it or what. I'm assuming that just by gluing the pipe back should fix that problem? Any help you guys can provide would be appreciated. Thanks.

You should probably contact the local regulatory agency who would have approved your system for advice and a copy of the design plan. IT might be a pretty simple fix or maybe not.

I'd never start solving a problem by contacting a regulatory agency on something on my own property. But hey. That's just me.

Dig or call a professional to review. Then if necessary call and get new permit to fix or replace.

Dig it up and see what you have, I wouldn't call anybody. PVC is easy to work with.

Seems to be an inspection pipe that broke off. The bigger problem is water is coming up through it. That implies the ground around it is saturated (most likely) or the ground/weep holes in the distribution field pipes are blocked.

Anything you can do to divert water from this area should be considered as necessary - ground water and surface water.

Is the water continuously pouring out of this pipe or just shortly after water usage in the house?

Sand mounds have a dosing tank and pump. When the tank reaches a certain level it pumps into the mound. I've fixed several cleanouts that were mowed over, it's really simple.
