Have you guys tried cutting your own sandpaper to size instead of using pre-cut adhesive backed rolls?

Would 3M Super 77 spray adhesive work?

The reason why I ask is because trying to find ultra fine grits in adhesive backed 2-3/4" wide rolls is tricky. The finest roll I've found is 1000 grit under the brand name Dura-Gold. So what I'm thinking of doing is spraying sheets of sandpaper ( cut to 6-1/2 x 2-3/4 inches ) with a spray adhesive for the purpose of adhering to my sanding block. The adhesive bond needs to be waterproof for wet sanding. The 3M instructions say to spray only one surface for a temporary bond. Spraying both surfaces is a permanent bond - which I don't want.

Linear Blocking Tools sells 2.75" sticky back rolls from 600 up to 2000 grit.

Before adhesive sanding discs were a thing, we used regular ones on our DA sanders. you just use spray glue, like the 3M mentioned, but there are much cheaper brands if you go through a lot of it. I still have a case of non-adhesive pads so I still use glue, which also comes in tubes like RTV of you don't want the mess of the spray. Body shop supply will have it.

Feathering disc adhesive is what you want if you're going to cut your sandpaper. It has just enough grip to hold but not enough to damage a backing pad. The question is do they still make feathering disc adhesive, the last time I saw or used any was in the 80's.

Yes, like I said, body shop suppliers have it. Our local PartsPlus has it in the bodywork section as does Napa. If you go through a lot of discs, it is much more economical to buy them without adhesive.

On my 12" disc sander I use thin double sided adhesive fibre tape to hold the sanding discs. I buy it in 2" wide rolls, apply over the whole surface of the disc, cut to shape around the edge, remove the backing paper and stick. Pulls off easily enough from the plate when you need to change the disc.

Your 3M super 77 will work fine. Waterproof? You might need to fire up your heat gun to unstick the paper cleanly. Recently I have taken to wet sanding with super fine paper, 1000,3000 etc. on a DA sander. I switched to a Velcro pad and waterproof paper with Velcro.

I use Carborundum "Glop" Type 8 NF, but I'm not sure if it is still available. In it's place, I suggest 3M 08051 Feathering Disc. Adhesive.

That falls in the category of appropriately named products. First one i encountered was brush-on duct sealer for metal hvac ducts. Pookey.
