I'm not sure, but I want to throw in a guess. Anybody that installed seat covers in an upostery shop recognize these pliers as the horseshoe wire crimper used to fasten down seat covers. Easterwood or J.C. Whitney may have them cataloged.
Not sure what the reason for the two cutters is, but my father worked in the newspaper delivery industry. They used those to cut open the bundles that were wire tied from the printer.
