Saw blade on mounted arbor?

Flea mrkt junk I picked up today...
Question: How would the saw blade on the arbor with a pulley been set up or used. For what... or was it just taken out of say a table saw?

Two pillow blocks and a shaft that were "probably" mounted on the underside of a plywood top on a homemade saw. Slot in the table the blade came thru. Absolutely no adjustment on this one.
How do I know? There is one sitting in my dad's shop right now. made out of an old TV cabinet. I can remember sanding on the top when I was 5 or 6 years old.
