What is breaking the bank? 1500? 300? 10,000?
Although I often beat this forum to death with questions about it, I have to say dollar for dollar pound for pound a used OTC Genisys will run you about $250 to $300 and can do all the bidirectional stuff you desire.
I have an EVO, the later style, but a red button earlier Genisys classic is just as fast. Try and get system 4.0 ( for ZERO dollars you can upgrade it to 5.0. don't worry to much what year coverage it has the ability to be updated to 2015.
Right now On ebay you can get a 4.0 unit for $140, add a 2012 update kit with a 5.0 CD for another $60 and you have a pro level scanner for right at $200!
That's cheaper than an Autel Maxicheck and WAY cheaper than most lesser "code readers"
And for that $200 you'll get a great, but older scan tool that does recording, code assist, has a somewhat useful tsb database, bi-directional controls, abs,srs,body, and all other system code reader.. and you can go all out and add a scope, 4 gas analyzer or Tire pressure sensor reader. for about another $200 each used on Ebay.
I'm a tech for a living, and pickup up one of these a while back. My first impression was that it was dated, but after taking the time to read the manual and really see what it can do, I'm impressed!

A little out of your range but close, look at a used solus. I picked up a used solus edge for 1400. Included the euro kit. Been happy so far. Just a DIYer here but it's nice having a pro level tool.
