A scarifier is like a grinder on steroids. It has an aggressive cutting action to cut through old coatings, adhesives, and concrete. It also will leave a very rough surface, one so rough that you may need to use a grinder to smooth out, or a lot more epoxy to flood and smooth out.
You have a new pour, is it level and smooth? If so, a scarifier is probably way more than you need. All you want to do is remove a thin layer of "cream" that often forms during finishing and curing, and open up the surface a bit for the epoxy to have a foothold, if you're using a good quality epoxy primer just a light grind will be more than enough, so consider a grinder or a chemical etch.
