I used to use a continuitty tester to find shorts. Hook it up to the load side of the fuse and set it to beep as long as it is shorted. Then disconnect devices and wiggle wires until the beeping stops. If you disconected something just before the beeping stopped plug it back in and see if it starts beeping again if so you found the problem. If you wiggle a wire and it stops beeping run you finger along the wire to feel for a nick somewhere.

I worked at a Dodge dealer and had to find shorts frequently. In Dodges it was normally in the headliner or the door harness. I was really good and finding them.
