Screwdriver Identity

Need a hand identifying what this tool is called and used for. The inner (slotted screwdriver) rotates inside of the outside slotted screwdriver.



Looks manufactured, but not sure. Any insight would be appreciated.

I'm guessing made for some type of adjuster, for something like adjusting valve clearance .

-Can't positively identify but will go with what @The Cobbler posted. Looks like one (inner flat screwdriver) is the adjustment and the other (outer) is the locking function. I'm visualizing the inner being a shouldered/flanged threaded adjuster that the outer (hollowed) locks onto once the adjustment is made. I could easily be wrong about that.

I've come across quite a few different combinations, but none with a flat screwdriver inner along with a slotted (flat screwdriver) outer.
