I replaced the glass in a pair of french doors. There is a plastic frame that sandwiches the glass in place. Several of the screws were missing. I found replacements online, but with shipping I am looking at $13 for a handful of screws. Does anyone know of a cheaper source? They are 1.5" in length.

That's some sort of self tapping screw for plastic bosses, tons of options and not usually sold in small packs.

I'd take one to a hardware store and buy the closest (don't go larger, go smaller) pan head sheet metal screws I could find.

+1 The only difference between this and a pan head sheet metal screw is the blunt tip. You can always grind the sheet metal screw's pointed tip flat.
