Comparing that set to mine it appears complete. There are empty spaces for additional storage.

yep...it's complete - mine came sealed in plastic and it looks exactly the same. It's actually a pretty good deal. they go on fleabay for $100+ all the time.

Its 100% complete, a few pieces have surface rust if it wasnt for that Id call the kit unused the cheap white label is perfect and they fall off coming off the truck
