Sealant not curing after 14 days!

Here is an odd issue I experienced with my grandparents garage floor.

Location: Vermont

They have a 2.5 car garage, with an unsealed floor. We acid etched the floor, let it dry overnight, and applied two coats of H&C Concrete Stain Water Based, and Shark Grip mixed in the last coat. Things looked great, then a week later they had a party and folks dropped some ice on the floor. We noticed the floor turned a whitish purple like the coating looked when it was first applied!

A week after that it still turns white and gets dissolved when it gets wet!

Any one have any idea's what we can do to fix this? Any chance we could epoxy over this, or do we have to use a stripper like Smart Strip and start all over again?
