Sealer or no sealer?

So I wanted your advice. I had all but decided on the Nohr-s flake kit but I had a hunch that my garage had a sealer on hit because it was a little shiny. It is a brand new house and the concrete was poured back in Octoberish. I asked the home builder if they sealed it and they said they “cured and sealed” it. So I assume they used a cure and seal right after it was poured. This news meant i would have to probably grind the concrete and I really didn’t want to do that. I did a water test however and it wasn’t the result what I expected. It was sort of 50/50 with beading and absorbing. It did make the concrete darker as well and after a few minutes you could tell it was definitely absorbing. It was gone completely after about 30 minutes. What do you guys think?

I was just going to etch it maybe 2 times per the instructions on the Nohr-s and Scottie.
