Sealing doors

So it’s been over a year with this issue. The main doors leak at the corners. There is a drain in the floor so I haven’t been real prompt in trying to fix this. Decent gap where it’s coming from but I’m not sure if I need to seals, or if something isn’t aligned right? We bought the house/garage like this. Up to this point, I just make sure nothing is around the leaking corners when I know it’s going to rain.

The strip on the cement was pulled up, cleaned and then glued again. It’s not leaking at all from under it. I also caulked around any trim around the openings. Any help on ideas or what to do would be amazing!!b24a22f8cdb055ca1f5b0d4cfc8989f8.jpg

That looks nasty, rot on the way. If the cause is negative grade to the door then need a grated drain just outside. If its prevailing wind driven rain then it needs to be properly sealed. Looks like it might be both.
