Sealing question?

Ok my concrete/asphalt post has to do with this post.
I have a basement garage under my upstairs garage. The concrete floor is poured on top of the concrete block walls. The walls are sealed and it has French drains. Here is my problem, the driveway is rock and flat and water is getting in between the floor and block wall and in a down pour my basement garage leaks some. Its just the blocks where my upstair doors are and that joint is located. I want to pull the rock back and seal that joint before I concrete or asphalt. What is a good product seal that joint?

I can post a pic if that helps. Talked with one guy and he said silicone but that doesn't seem right. He said you want something to stay plyible and not harden up.
