How do I use search to look for a phrase?
I have tried "hole saw" and I get hits on threads with "hole" and "saw" combined with "hole saw"

Ideally, the use of the quotations would search exactly what's in the quotes, but it appears that's not happening when I test it myself.

If that functionality isn't performing correctly, you may be SOL.

If you type it in the search box exactly as you did here, explicitly with the " ", you will get what you want. Also click 'show posts' instead of 'show thread', it allows you to more easily identify the interesting threads.

Another good option is always google, I don't particularly like the phpbb search function. Just google whatever you want and add to your search term "site:garagejournal.com" (this time without the parentheses). Bob's your uncle!

edit: two others already beat me to it :)

Great idea!

Google's lingo would be:

"phrase search surrounded by quotes" site:garagejournal.com

Then it would only display results from GJ, not results containing the phrase "garagejournal.com"
