Sears Craftsman 50239 Jack repair

Rebuilding a 50239, got it all apart, was diligent about making notes but this slipped me. What does this screw do and how many turns after I feel the spring tension should I give it.

Mine is set at 1 1/2 turns from bottom on 50239
