How Gearwrench could omit the 13 and 15mm wrenches from any set is beyond me. Perhaps it's a marketing stategy. Most people will buy a single 13mm wrench because, it's so common and anyone that works on GM will get the 15mm too. Maybe they're just trying to make a buck. I bet the prices for individual 13 and 15mm wrenches will go up now.
Wrenches are packaged as sets.
Sets are made up of 'the most popular' sizes.
A few years ago the most popular sizes of wrench in the US was 3/8-1 inch.
Nowadays it's Metric, and if you have some makes of car (the ones I work on, mostly) you NEVER use a 13 or a 15. Or an 11 or 17 for that matter.
And most people substitute a 1/2 for 13.
Like they use a 14 for a 9/16 or a 19 for a 3/4.

For years I never used a 16 or an 18, now the last couple of years I have needed them. But it's been years since I needed a 17, which I used to use all the time.
So any package will be missing some sizes.
The committee that decides what wrenches to include asks the merchandising department to determine what wrenches people will buy combined.
That’s the whole secret.
My SAE sockets include six sizes that I have never used in 40 years. And five more that I’ve used about once a decade.
Why pay extra for them? Because a percentage of people must complete sets, must keep everything symmetrical.
Most people just want to buy tools they may need cheap, thus sets.
