I've had the Harbor Freight rolling seat for about 6 years, and it has served me well. You can't beat the $20 price tag. The only issues with it are a completely flattened cushion and on one of the casters the threads got stripped. I ended up replacing all of the casters with some rubber ones from Lowes.
