Securing Snap On SK60 to K200

Good evening.

K60 and K200 have respective holes on the top of K200 and bottom of K60

Are they supposed to be attached by anything special or regular nuts and bolts?

(I am not sure if the holes will align for me as I have an earlier K60 and later K200, but was wondering how they are supposed to be secured together...

I saw a top bottom connection made with what I consider a license plate bolt, very shallow domed single slotted screw, very short, with a square head bolt on the underside, medium washer, quantity 4.
