Seeking advise on old air compressor

I would like to know what fellow members think of this compressor for sale

What should I be looking for to determine proper function? How do you check to see if a tank made in 1947 is still structurally sound?

Are parts still available would be my first concern, then the tank.
You would need to put power to it and check its function. I would make a counter offer also.
