What help do you need?
I see you’re missing the jaw insert on the dynamic side. And the hold downs to lock the swivel aren’t there either.
Does it open and close smoothly?
It looks like some non factory paint is flaking off. I would strip it, and either leave it bare with some boiled linseed oil to retard rust, or prime and paint your favorite color. Quite a few of the Wilton Cadets came new painted Orange.

Like you mentioned, it will need a new set of jaws. There was supposed to be two sets of the parts in red and there is only one set of them. The handle in blue is actually bent pretty bad so I’d like to make a new one. Finally there is a small end cap that was also missing.

BTW, the Cadet models, unlike the machinist models, do not have a domed end cap. The end of yours does look a bit different than the Cadets I am familiar with.

Also I haven't found it yet but there was a guy on this forum that use to make and sell vise jaws on here.

He's retired, not making them any more. He posted on the big vise thread the information to the people he sold his business to. You just need read through it (2020 time frame).

The bolt for the swivel lock is a standard carriage bolt . The nut with the sliding bar is fairly easy to fab from bar stock. I've made several, I do have a lathe but it's not a necessity.

That’s right. And you don’t really “need” a swivel handle. Many users have swivel base vises and hardly ever swivel them. In fact, the swivel handles can sometimes just get in the way such as when you’re wiping off crud that accumulates on the vise.
Just use a carriage bolt and an acorn nut. That’s what I did on this Wilton C1 that came to me without swivel lockdowns. I bought stainless steel ones at my local ACE hardware store.

Yeah, I rarely find the need to swivel mine. Tom Lipton is opposed to vises with swivel capabilities. I believe his quote was something like " at some point its gonna fail"

I can make a set of jaws but I don't have the capability of heat treating.

A lot of guys on the forum have good luck using an arbor press to straighten bent handles.

I don't have an arbor press but I managed to straighten a drill press handle with a vise and three bits of wood. Tape two bits to the ends of one jaw and one bit to the middle of the opposite jaw and clamp your bar in between. Put the high spot of the bend against the single block and squeeze as hard as you're comfortable. My bar was about 3/8" and didn't take too much to get straight enough.
