Doesn't look like a bullet and wasn't labeled as a bullet so not a bullet. Not sure what it is though (not versed in vices I fear).

Looks like the only thing he is guilty of is he may or may not have a somewhat optimistic idea of what that is worth, and how it would cost to ship it. Doesn't look like he's trying to pass it off as something it's not.

That vise is stamped wilton, and that base looks original to it. It could be a powerarm? Maybe

I have one of those, although the shape of the base on mine is different. Don't remember what I paid for it but it was a LOT less than the auction's asking price.
