I am adding a 1 car garage attached to my existing garage. I have a PVC sewer line about 1 foot underground with 2 clean outs about 4 feet apart right where I want to pour my new slab. I live in Michigan which requires 42 inch deep footings. Can I pour over this line?

That would be acceptable 12" of cover ... just extend the Clean outs up to finished floor and install 2 cleanout deck plates ... they come in nickel bronze or epoxy covers and you can access them thru screws ... in case you need to snake out the waste line.
